Desarrollo territorial sostenible: integración de políticas económicas y gestión local para la reducción de desigualdades en Sinaloa
Sustainable territorial development: integration of economic policies and local management for the reduction of inequalities in Sinaloa.
El artículo analiza el desarrollo territorial sostenible en Sinaloa a partir de la integración de políticas económicas, capacidades de gestión local y reducción de desigualdades socio territoriales. El problema central se ubica en la brecha entre una economía regional con especializaciones productivas relevantes —agricultura, pesca, comercio, servicios, turismo y logística— y la persistencia de asimetrías territoriales entre municipios, regiones económicas y grupos sociales. El objetivo es proponer un marco analítico para comprender cómo la coordinación multinivel, calidad institucional, planeación territorial y gestión local pueden convertir el crecimiento económico en bienestar distribuido. Se adopta un enfoque cualitativo con técnica documental y entrevistas semiestructuradas; la revisión documental integra literatura reciente, estadísticas oficiales y planes de desarrollo. Como resultado, se identifica que la reducción de desigualdades no depende únicamente de nuevos instrumentos legales o incentivos a la inversión, sino de una gobernanza territorial que articule financiamiento, infraestructura, innovación, economía social, participación ciudadana y evaluación pública. El principal hallazgo sostiene que Sinaloa requiere pasar de la política económica sectorial y fragmentada a una política territorial integrada, con reglas de coordinación, indicadores de equidad, capacidades municipales diferenciadas y mecanismos de aprendizaje institucional. La investigación es importante porque ofrece una base conceptual y metodológica para orientar las políticas públicas locales que combinen competitividad, sostenibilidad ambiental, inclusión social y fortalecimiento institucional en territorios con desigualdades persistentes.
